On October 9, President Trump signed two Executive Orders designed to restrict Executive Agencies’ use of guidance documents. The first prescribes new standards for developing guidance documents and making all guidance accessible online. The second limits the use of guidance in civil enforcement. How significant are these orders? What impact will they have on regulatory policymaking? What has been the initial reaction to these new measures?
